Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from different nations. Significant resources is devoted on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "resolution".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from across the border, a capability enabled by current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems activated: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by partner states. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: possibly the approaching threat won't cause damage this time, preventing destruction from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a automatic firearm opened up on a drone in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the morning news: several casualties, devastation and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours demonstrated Ukraine's critical military reliance on external assistance – a reliance that European nations are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new proposal from US leadership unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This trend will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a principle well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to abandon the areas that it presently holds in Ukraine's occupied territories.
The issue is that while accepting these circumstances, US leadership does nothing to discourage Russia, through statements or actions, from assuming that the status quo will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Russian leadership is certain that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its favour.
Present Conditions
Realistically, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their mission will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on continued Western support.
